Ability to Add Users without Usernames or Emails

We need to be able to add users for full member directories that don’t include email addresses and could potentially work without usernames (or autogenerate usernames). For example, there could be kids who should be included in the directory who don’t have email addresses. Perhaps phone numbers could be required, but in those cases, they would need to be able to be shared. And families need the ability to be grouped.
